A Ventilation Checklist For Landlords
Autumn is here, temperatures are starting to fall and condensation season is approaching. For landlords managing properties with a history of damp, black mould or poor ventilation, this is the time to act rather than waiting for problems to return during winter.
There is another reason why housing conditions are receiving increased attention this autumn. Awaab’s Law Phase 2 comes into force on 30 November 2026, extending the range of significant housing hazards covered by the legislation for social landlords in England.
Damp and mould are not new additions under Phase 2. Significant damp and mould hazards have already been covered since Phase 1 came into force in October 2025. What the latest changes reinforce, however, is the growing expectation that landlords identify the cause of housing hazards and take appropriate action to prevent them recurring.
For properties with condensation problems, ventilation should be an important part of that conversation.
Why Autumn Is The Time To Check Your Properties
Condensation problems often become obvious when outside temperatures fall. During summer, a property can appear perfectly dry. Windows are opened more frequently, temperatures are higher and the surfaces inside the home are generally warmer.
As autumn arrives, that changes. Windows remain closed for longer, heating starts being used and colder external temperatures create colder surfaces inside the property. Meanwhile, everyday activities such as showering, cooking and drying washing continue to add moisture to the indoor air.
If that moisture cannot escape effectively, condensation can begin appearing on windows, external walls and other cold surfaces.
By the time black mould becomes clearly visible, the conditions allowing it to grow may have been developing for weeks.
Awaab’s Law Has Changed The Approach To Damp And Mould
Awaab’s Law places specific requirements on social landlords in England when significant damp and mould hazards are identified.
Potential significant hazards generally need to be investigated within 10 working days. Where the investigation confirms a significant hazard, relevant safety work generally needs to be completed within five working days of the investigation concluding.
There are also requirements surrounding preventative work. Where further work is required to stop a significant hazard from recurring, social landlords generally need to begin that work, or take steps towards beginning it, within five working days of the investigation concluding.
That distinction is particularly relevant to recurring condensation and mould.
Cleaning mould may make an affected room safer in the short term. Providing a dehumidifier might help manage moisture temporarily. But neither necessarily addresses why the problem developed.
Where poor ventilation is identified as an underlying cause, the Government's own Phase 2 guidance specifically gives installing mechanical ventilation as an example of appropriate remedial action.
Cleaning Black Mould Is Not A Long-Term Ventilation Strategy
This is something we regularly come across when discussing properties with landlords. Black mould appears around a window, on an external wall or in the corner of a bedroom. It is cleaned and treated, the tenant is advised about heating and ventilation, and the problem appears to have been resolved.
Then winter arrives and the mould returns. Repeatedly treating the visible mould without understanding why the surface remains damp is unlikely to provide a lasting solution.
There can be many causes of damp and mould, including leaks, water penetration, insulation problems and building defects. These need to be properly investigated.
But where the problem is condensation, landlords also need to consider whether the property has adequate ventilation for the way it is occupied.
A Landlord’s Autumn Ventilation Checklist
If you manage properties with a history of condensation or mould, there are several areas worth reviewing before winter conditions properly arrive.
Start with properties where tenants have previously reported recurring condensation or black mould. A history of repeated problems can be an indication that the underlying cause hasn't been fully resolved.
It is also worth checking:
- Whether bathroom and kitchen extractor fans are present and operating correctly
- Whether existing vents have been blocked or are ineffective
- Whether windows are regularly experiencing heavy condensation
- Whether mould repeatedly develops in bedrooms or around external walls
- Whether the property feels excessively humid, stale or stuffy
- Whether previous mould treatments have been followed by improvements to ventilation
A ventilation assessment should form part of a wider investigation rather than replacing one.
If there is evidence of penetrating damp, leaks, structural defects or another source of moisture, those problems need to be addressed appropriately.
Look Beyond The Individual Mould Patch
One of the advantages of looking at ventilation across the entire property is that it moves the investigation away from one individual patch of mould.
A bedroom might be where the problem is visible, but the moisture may be generated elsewhere.
Showering can introduce significant moisture into the home. Cooking generates more. Washing and drying clothes adds further humidity. That moisture moves around the property.
This is why landlords can sometimes find mould developing in bedrooms even though the occupants aren't doing anything unusual within those particular rooms.
The question isn't simply where the mould is growing. It is how moisture is being produced, how it moves through the property and how effectively it is being removed.
Where Does PIV Fit Into A Landlord’s Ventilation Strategy?

Don’t Wait For The First Cold Week
The worst time to start thinking about condensation is when the tenant sends photographs of a bedroom covered in black mould in the middle of winter. Properties with a known history of condensation can be reviewed now.
Check the extraction. Look at previous reports. Identify properties where mould has repeatedly returned. Establish whether the existing ventilation is working properly and investigate the cause where problems remain unresolved.
Where poor ventilation and excessive humidity are identified, taking action before colder weather arrives can put the property in a much better position for the winter ahead.
Awaab’s Law has placed much greater emphasis on responding quickly to serious housing hazards. But prevention is just as important.
For landlords, improving ventilation before condensation develops into another mould problem can be considerably more effective than dealing with the same problem again in January.
